Senior Advisor

Matt Horton is a Senior Advisor to Blended Impact, bringing over 15 years of experience in local, regional, and state policymaking, economic development, and finance. He also currently serves as Senior Advisor to both the Los Angeles County Economic Development Corporation (LAEDC) and the Milken Institute, supporting applied research and policy efforts across California and the nation.

He focuses on helping local and state leaders leverage financial solutions and local assets to increase housing supply, support high-quality job growth, and improve the built environment as a catalyst for more sustainable and equitable growth.

Previously, Matt served as Director of State Policy and Initiatives at Accelerator for America, where he worked with a nonpartisan council of mayors and elected officials to advance place-based economic strategies at the state level. Prior to that, he spent nearly twelve years at the Milken Institute, rising from Program Associate to Director within the Institute's California Center, coordinating policy forums, stakeholder briefings, and research initiatives at the intersection of government, business, and community investment. Earlier in his career, he served in Government Affairs at the Southern California Association of Governments (SCAG), developing his foundation in regional planning and intergovernmental policy.

Matt holds a Master of Arts in Political Science from California State University, Fullerton, with an emphasis on political theory, governance, and statistical analysis, and a Bachelor of Arts in History from Azusa Pacific University.
